Available training and jobs do not automatically create accessible opportunities. This module helps regional partners examine where geography, schedules, transportation, care, accessibility, and other conditions limit participation—and define which constraints require a coordinated response.

Employer Participation & Small-Business Access

Employer interest does not automatically become sustained participation. This module helps regional partners examine how businesses enter an initiative, what contributing requires, and which shared arrangements could make involvement workable for employers with limited staff, time, or resources.

Cross-Provider Pathway & Credential Alignment

A collection of relevant programs does not automatically form a connected pathway. This module helps regional partners examine how preparation, evidence, credentials, and entry expectations connect across providers—and what must be confirmed before people can progress.

Apprenticeship & Work-Based Learning Capacity

Employer interest in hosting learners does not establish a usable placement. This module helps regional partners examine the work, supervision, mentoring, timing, and responsibilities needed to turn potential opportunities into supported learning capacity.
