The relationship Gobekli is designed to improve

Different institutions legitimately own different decisions and records. Participants bear the cost when relevant context must be repeated at each handoff or when nobody can see whether a referral led to a useful next step.

Institutional and regional collaborations are primary design contexts. Reusable SaaS configurations are intended to make the same exchange patterns accessible to local providers and smaller delivery teams.

Where we overlap—and what we add

Case systems, credential networks, and public data infrastructures already support records and exchange. Gobekli overlaps in intake context and coordination. Its proposed role is purpose-specific participant continuity while each institution remains authoritative for its own responsibilities.

Gobekli does not determine statutory eligibility, replace mandated reporting, or guarantee compliance through a consent screen. Specify institutional authority, access, retention, assisted-use options, and procurement requirements for each deployment. Aggregate insight requires a separately defined basis and safeguards.
