A referral can be recorded as complete while the participant is still unsure what happens next. Examine how recommendations become introductions, how receiving services respond, and who follows up when the connection remains unresolved.
Being referred to a program does not mean someone knows how to enter it. Clarify requirements, documentation, decision ownership, and the handoffs between programs so participants understand their next step and staff can provide accountable support.
